The Puttalam Public Library provides access to knowledge, education, research, reading and community learning resources.

Library Services and Sections
Lending Section
Members may borrow books for 14 days, subject to the applicable library regulations.
Books may be renewed according to the library’s renewal rules.
Each member receives two membership cards.

Children’s Section
A dedicated section provides books and resources for young readers.

Reference Section
Provides encyclopaedias, dictionaries and specialised materials for research and educational purposes.

Provides access to newspapers, magazines and periodicals.

Book Binding Section
Provides book conservation, binding and document finishing services.

Membership Eligibility
Membership is available to:
- Persons above 14 years of age for general membership.
- Persons below 14 years of age for children’s membership.
- Residents within the Municipal Council area.
- Students studying within the area.
- Employees working within the area.
How to Apply for Membership
- Obtain the application form from the librarian.
- Complete the application form.
- Pay the applicable fee.
- Obtain the required recommendations where applicable.
- Submit the completed application.
- Receive the membership cards after the application is processed.
Guarantor Requirement
A guarantor may be required for membership applications.
The guarantor may be:
- A rate-paying resident within the Puttalam Municipal Council area; or
- A permanent government employee residing within the Municipal Council area.

User Responsibilities
All library users are requested to:
- Maintain discipline within and around the library.
- Avoid damaging library or Municipal Council property.
- Maintain silence and avoid disturbing other users.
- Keep the library environment clean.
- Follow the instructions of the library staff.
- Use library resources responsibly.
Smoking, alcohol and illegal drugs are strictly prohibited within the library premises.
