Puttalam Municipal Council invites sealed bids from qualified bidders for the leasing of four (04) toilets maintained by the Council for a period of one year, from 01 September 2026 to 31 August 2027, on an annual lease basis.
Toilets Included in the Lease
- Smart Toilet at Puttalam Central Bus Stand
- Public Toilet at Puttalam Central Bus Stand
- Public Toilet at Puttalam Beach Park
- Public Toilet System at Puttalam Poles Road
Main Conditions
- The minimum annual lease amount for the entire toilet system is Rs. 3,000,000.00.
- The lessee shall be responsible for the full payment of electricity and water bills.
- The maximum charges that may be levied from the general public are:
- Smart Toilet: Rs. 50.00
- Public Toilet: Rs. 20.00
- A bid guarantee of Rs. 100,000.00 is required, either in cash or by bank guarantee, valid from 07 August 2026 to 30 October 2026.
Bid Documents
Bid documents may be obtained from the Office of the Puttalam Municipal Council from 20 July 2026 to 07 August 2026, between 9.00 a.m. and 2.30 p.m. on working days, upon payment of a non-refundable fee of Rs. 10,000.00.
Submission of Bids
Bids may be sent by registered post addressed to the Hon. Mayor, Puttalam Municipal Council, Puttalam, or deposited in the Tender Box kept at the Office of the Municipal Council.
Bids must be received before 10.00 a.m. on 07 August 2026.
Opening of Bids
Bids will be opened at 10.15 a.m. on 07 August 2026 at the Office of the Municipal Secretary, in the presence of bidders or their representatives.
