- Above 14 years for general membership.
- Below 14 years for children's membership.
- Resident, student, or employee within administrative area.
How to Apply
- Complete application form from librarian.
- Pay required fee.
- Obtain recommendations (students/adults).
- Receive two membership cards.
Guarantor Required
- Rate-paying resident within Municipal Council area.
- Permanent government employee residing within administrative area.

User Responsibilities
Please follow these rules to maintain a conducive environment for all library users.
- Maintain discipline within and around the library premises
- Do not damage library or council property
- Smoking, alcohol, and drugs are strictly prohibited
- Maintain silence and avoid disturbing other users
- Eating and sleeping inside the library are prohibited
- Mobile phones, cameras, and lighters must not be brought inside
- Bags and personal belongings must be kept in designated racks outside
- All visitors must sign the entry register upon arrival
